PUBLIC ANNOUNCEMENT The Borno Geographic Information Service (BOGIS) wishes to alert the public of illegal land transactions currently being promoted by certain individuals and organisations. These involve Government lands as well as plots already allocated by the Borno State Government. The affected locations include: * NE/2352 along Yerima Road, off Baga Road / BOSG/493 (IDC Shuwari * BO/7422 on BOTP/107B Block B. Ngaddabul * BO/27098 behind NNPC Depot * Shagari Low-Cost B * Solar Plant behind Al-Ansar University * North of Gubio Housing Estate The public is therefore reminded that all layouts in Borno State whether public or private are valid only when processed jointly by the Borno Geographic Information Service (BOGIS) and the Borno State Urban Planning and Development Board, and approved by His Excellency, the Governor of Borno State. Any transaction outside this procedure is fraudulent and of no legal effect as the Land Use Act, Cap. LS LFN 2004 vests all land in the Governor. This position is further reinforced by the Supreme Court, in AG Lagos vs AG Federation & 35 Ors (2003), where it was held that the powers of management, control, and administration of land rest with the State Government even where land title or ownership had previously been held by the Federal Government or its agencies. Accordingly, in Borno State, only BOGIS (for urban areas) and Local Governments (for rural areas) are legally authorized to allocate land. Members of the public are strongly advised not to engage with purported sellers offering such lands outside the proper procedure, in order to avoid financial loss and possible legal consequences.
